I've seen those dolls before.
What are they called and are they expensive?

Actually they're both elves. But they're called BJDs if you google them you can find a lot of information about them. There is a huge forum called Den of Angles that is really informative. They vary greatly in price range and size. Mine are 43cm and "inexpensive" for their size. They were about $150 each not including wigs or eyes which are interchangeable. I also painted them myself, sometimes getting them painted also called "face-ups" is even more money.
